Position Purpose

Reporting to the Finance Analyst, the Finance Associate plays a critical role in ensuring the effective and transparent use of financial resources and the integrity of financial services for Global Fund programmes. The role involves analyzing and interpreting financial regulations to address a wide range of complex financial issues, providing innovative solutions, and fostering a client-oriented, collaborative approach.

The Finance Associate will work closely with grant sub-recipients (SRs), contractors, and stakeholders, maintaining strong coordination and collaboration with national programmes, UN agencies, NGOs, and technical partners. This work aligns with UNDP rules and regulations, as well as the grant agreement with the Global Fund.

Additionally, the Finance Associate collaborates with the PMU and Operations team at UNDP Venezuela to ensure the effective implementation and financial management of Programme resources. The role promotes a results-driven and client-focused approach to achieving programme goals.

At UNDP, a portfolio approach is embraced to adapt to evolving business needs and strengthen synergies across projects. As a result, the Finance Associate will be expected to work in multidisciplinary teams across units, functions, and projects to foster horizontal collaboration and achieve strategic objectives.

Duties and Responsibilities of Programme Associate

1. Support operational and financial management strategies:

  • Ensure compliance with UN/UNDP rules, regulations, policies, and the Global Fund agreement for financial activities and reporting systems.
  • Implement effective internal controls to maintain a client-oriented financial resource management system.
  • Regularly review the financial situation, assist the Programme Management Unit (PMU) with forecasts, and prepare periodic Disbursement Requests for the Global Fund.
  • Conduct quarterly reviews and approvals of Funding Authorizations and Certificate of Expenditures (FACE) forms for sub-recipients (SRs) and verify SR expenditures.
  • Monitor financial exception reports, investigate anomalies, and escalate unresolved issues.
  • Provide financial and asset management guidance to UNDP staff, consultants, and SR teams.
  • Support audit and investigation processes, ensuring timely follow-up on recommendations.

2. Manage Global Fund Programmes and cost-recovery systems:

  • Prepare financial sections of Progress Updates and Disbursement Requests (PUDR), bi-annual cash flow forecasts, and budget variance analysis in compliance with Global Fund requirements.
  • Finalize Annual Financial Reports for malaria and HIV/TB grants and submit ad hoc financial reports as needed.
  • Track Programme fund balances and align with SR fund balances for improved activity forecasting.
  • Facilitate timely budget reviews, reallocation requests, and expenditure justifications for submission to the Global Fund.
  • Monitor budgets, analyze financial performance, and ensure contributions from the Global Fund are received on time.

3. Maintain proper control of Programme accounts:

  • Propose and implement internal expenditure controls to ensure compliance with UNDP policies and IPSAS standards.
  • Oversee account closure processes and correct unposted invoices, match exceptions, and financial data issues.
  • Manage Accounts Receivables, maintain the General Ledger, and ensure compliance with asset and inventory reporting requirements.
  • Oversee the transfer of Programme assets during closure phases.

Required Skills and Experience for Programme Associate

Education:
  • Secondary Education with specialized certification in accounting and/or Finance. University degree in Finance or Accounting desirable. Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.  (The degree must state that the major is in accounting or finance. Degrees in Business Administration or Public Administration are not considered equivalent.)
  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). No UNDP Accountancy and Finance Test (AFT) is required.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited. However, no UNDP Accountancy and Finance Test (AFT) is required.
  • Candidate with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.
Experience:
  • Minimum 6 years (with secondary education) or 3 years (with bachelor’s degree) of progressively responsible experience in providing financial management advisory services and/or managing staff and accounting operational systems.
  • Good knowledge of Word, Excel, and PowerPoint software and experience with Enterprise Resource Planning (ERP) systems.
  • Experience with UN or UNDP financial rules, policies and procedures, is an asset.
  • Experience working for an international organization is an asset.
  • Experience with Global Fund’s financial rules, policies and procedures, is an asset.
Languages:
  • Fluency in Spanish Required
  • Good command of the English language is desirable.
